Óscar García Osuna, former director of the TecMilenio University La Marina Campus and coach of several Mazatlán businesses, is the strongest candidate to replace Raúl Rico González as director of the Mazatlán Institute of Culture, Tourism, and Art.

Although no official information has been released by the City Council, official sources have unofficially confirmed the departure of Rico González and the replacement with García Osuna.

Cultura Mazatlán is the agency that leads the organization of the Mazatlán Carnival, the next edition of which will be held in less than four months, from February 12 to 17, 2026.

García Osuna has participated in several editions of the Carnival as an organizer, but not as a director.

Until a few months ago, he was director of the TecMilenio Marina Campus, from which he retired amidst tributes, after 37 years of teaching experience at this institution and previously at the Tec de Monterrey Mazatlán Campus.

Currently, she is a life coach for Mazatlán-based businesses such as Venados de Mazatlán, where she is also responsible for event logistics, such as the recent baseball season opening at Teodoro Mariscal Stadium.
