The last five editions of the Mazatlán Carnival represented a cumulative expenditure of 334.1 million pesos, while the Municipal Institute of Culture, Tourism and Art obtained revenues of 169 million pesos, resulting in a difference of 165.1 million pesos between what was spent and what was recovered.
According to an analysis conducted by the Mazatlán Citizen Observatory, based on the financial reports of the Municipal Institute of Culture, Tourism and Art, the costs of the festivities recorded significant variations during the 2022–2026 period.
The expenditure breakdown by edition is as follows:
2022: 88.5 million pesos.
2023: 58 million pesos.
2024: 51.2 million pesos.
2025: 75.8 million pesos.
2026: 60.6 million pesos.
Regarding revenue, the organization reported 24.9 million pesos in 2022, 48.3 million in 2023, 35.7 million in 2024, 34.9 million in 2025, and 25.2 million in 2026, for a cumulative total of approximately 169 million pesos.
MAIN EVENTS
The Mazatlán Citizen Observatory also conducted a comparison of the revenue and expenditures recorded for the main events from 2022 to 2026. According to the information from the events analyzed, revenues of 67.5 million pesos were recorded, compared with 175.7 million pesos in expenditures. The accumulated difference exceeds 108 million pesos.
“Considering exclusively the revenues and expenditures recorded in the Institute’s financial statements, the main Carnival events are unable to finance themselves through their own revenues. The data show that, during the five editions analyzed, the revenues obtained by the Institute have not been sufficient to cover the total cost of organizing the Carnival festivities.”
CARNIVAL 2026
The analysis also breaks down the main sources of revenue corresponding to the 2026 Carnival. According to the figures provided, the total amounted to 25.28 million pesos.
The main source of revenue was beer sales, which generated 10 million pesos, equivalent to 39.55 percent of total revenue.
This was followed by ticket revenue from the Olas Altas events, with 5.5 million pesos, as well as sponsorships and commercial contributions, which represented 3.15 million pesos.
The reported breakdown is as follows:
Beer sales: 10 million pesos.
Olas Altas event ticket sales: 5.5 million pesos.
Sponsorships and commercial contributions: 3.15 million pesos.
Other revenue: 2.12 million pesos.
Juegos Florales ticket sales: 1.8 million pesos.
Children’s Queens activities: 1.25 million pesos.
Velada de las Artes: 170,000 pesos.
Queens’ election: 3,000 pesos.
The study highlights the importance of beer sales within the revenue obtained during the 2026 edition, as they represented the main source of economic recovery for the festivities.
