More than 100 Mexico City police officers under investigation for sex crimes

From December 5, 2018 to September 30, 2019, 92 investigation files were opened against security officers in Mexico City due to sex crimes.

According to a report from Mexico’s Attorney General’s Office delivered to Mexico City’s Women’s Ministry, 74% of the investigations correspond to police officers of Mexico City’s Citizen Security; in addition, within the files, there are 95 victims: 92 women and three men.

It details that there are 52 cases of sexual abuse, 23 of harassment, and 15 for rape, while corruption of minors and domestic violence have each an investigation file.

The document shows that 68 investigation files are against agents of the Citizen Security Ministry, directed by Omar García Harfuch; while 16 were opened against private security officers.

The National Defense Ministry (Sedena) has five investigations, the FGR two, and Mexico City’s Prison System, one.

The report specifies that within the 92 investigation files there are 105 accused persons: 102 men and three women.

“From all the accused, at the moment of the event, 84% were in office, 12% were not, and 4% is unknown,” it adds.

From all the investigations, only in six cases, pre-trial detention was issued for rape and sexual abuse; in three cases, precautionary measures were implemented, others are temporarily archived or in complementary investigations. In one carpet, it was decided not to carry out legal action.

According to the report “Investigation Files of Officers of Police Institutions for Sex Crimes” of the local attorney general’s office, out of all the victims, seven are between five and 13 years old, 17 are from 16 to 22 years old, and 22 are between 23 and 27 years old, while 11 are from 28 to 32 years old, and 15 did not specify their age.

The boroughs where more crimes took place were Cuauhtémoc (19), Iztapalapa (11), Miguel Hidalgo (9), Gustavo A. Madero (8), and Benito Juárez (7).

Azcapotzalco has four investigations. Last August, this borough was pointed out because officers from the Auxiliary Police allegedly raped a minor, causing feminists and activists to take the streets to demand the eradication of gender violence in the city.

With the information of the investigation files, it was determined that more events were registered in July (13) and they also have information showing that the alleged crimes took place on Tuesday and Friday mainly between 12:00 and 16:00.

On October 1, Mexico City based newspaper EL UNIVERSAL published an article stating that, since the beginning of the current administration, 15,754 women have been victims of gender violence, reason why boroughs and political institutes decided to hire self-defense instructors to teach women how to defend themselves from an attack.
