The state of Sinaloa is the only one in the country with a program to restock its reservoirs with fingerlings, a program previously run by the Federal Government, which stopped allocating funds, revealed Flor Emilia Guerra Mena.
Interviewed on the first broadcast of the news program Línea Directa on Tuesday, January 27, 2026, the Secretary of Fisheries and Aquaculture (SPyA) for the State Government boasted that this fingerling stocking program is working perfectly for the benefit of fishermen. She cited as an example that when Governor Rubén Rocha Moya’s administration began, tilapia production was 7,000 tons, and currently it is around 13,000 tons, making Sinaloa the largest producer nationwide.
“We are in first place nationally, according to the National Fisheries and Aquaculture Commission (Conapesca). Beyond the fact that we have restocked more in some years and less in others, it’s the organization that matters. Never before has there been an Inspection and Surveillance program for the dams,” she stated.

Regarding the concerns of fishermen at the Luis Donaldo Colosio Murrieta (Huites) dam that the water level not drop, which would allow them to continue fishing, state official Flor Emilia Guerra revealed that an agreement was reached with the authorities of the National Water Commission (Conagua) to maintain at least 10 percent of the water level to guarantee fish reproduction and avoid impacting the economy of families in the municipality of Choix.
Finally, he stated that the state’s Bienpesca program will remain in effect during the current administration, providing a payment of 3,750 pesos per fisherman. The commitment is to distribute the funds in September of this year, prior to the lifting of the shrimp fishing ban.

According to information from the National Water Commission (CONAGUA), Sinaloa has 11 dams that allow for the irrigation of approximately 800,000 hectares, as well as the breeding of tilapia.
