“It is an unprecedented case what is happening in the City Council, the Municipal Government Law and the Internal Government Regulations, as some call it, because it indicates very clearly what are the powers of the president and what are the powers of the members of the city council , in this case the councilors and also indicates that neither the president can assume the functions of the councilors nor the councilors can replace or exceed the powers that correspond to the president ”, stated the lawyer.

“Obviously everything indicates that it is going for a litigation, whether administrative or electoral and it may even have some responsibility as well, if it is not a behavior or incurring in some fault as public officials,” he stated.

“A consequence is the nullity of the acts if they go mainly by the Law of Administrative Responsibility, because it will be seen in due course the authority that it has to prevent political rights or things like that, and the authority will be the one who decides, I would not like anticipating such a situation, it is not my competence (…) now it is true that both an Administrative Court of Justice or an electoral authority could fail in this regard ”, he concluded.
