They denounce director of Culture Mazatlan for not reporting Carnival expenses

José Ángel Tostado Quevedo has not presented the preliminary financial statements of the Carnival nor the final ones, which should have been two months after it was held.

Mazatlán, Sinaloa.- For not presenting the financial reports of the Mazatlán Carnival 2022, the councilors filed a complaint with the Internal Control Body of the Municipal Institute of Culture, Tourism and Art of Mazatlán.

The complaint was filed last Friday, July 15, and the acts that are presumed to be faults lie in different omissions in his capacity as general director of the municipality’s Institute of Culture and as technical secretary of the Board of Directors, contained in Article 23 of Regulation internal.

“We request that the competent authority initiate the investigation procedure against the acts of the general director of the Municipal Institute of Culture, Tourism and Art of Mazatlán, José Ángel Toasted Quevedo, and whoever is responsible, for the events narrated in this writing”, reads in the document.

WHAT HE IS ACUSSED?

The municipal official has not submitted to the Board of Directors the monthly report of the activities related to the Carnival, nor the financial statements of the Institute every two months.

Nor the preliminary financial statements of the Carnival, which must be 30 business days after the date of the end of the maximum Mazatlan party and the final financial statements, which had to be presented in the subsequent 30 business days.

Likewise, not supervising the fulfillment of the objectives of the institute and the Carnival, nor reviewing the evaluation reports of the Carnival.

The observation was also made that Tostado Quevedo did not present the financial statements corresponding to the first quarter of 2022 in advance during the third ordinary session of the Board of Directors, held on May 11, 2022.

“That within the agenda in point 3 establishes the approval of the financial statements corresponding to the first quarter 2022, that the documents regarding this point were not circulated in advance even though it is one of the obligations imposed by Article 18 section VIII of the Internal Regulations of the institute, in his capacity as Technical Secretary consisting of circulating with opportunity among the members of the Board of Directors, the minutes of the sessions, the agenda and the documentation that should be known “ , it is added.

For all of the above, the councilors concluded that the director has failed to comply with the powers entrusted to him by the internal regulations, for which it is requested that the appropriate sanctions be imposed, in addition to forcing him to comply with his obligations as soon as possible.
