A few days after the start of his administration, the next state president reported that his cabinet will be made up of the following:

As Secretary General of the Government, Enrique Inzunza Cazares; Secretary of Administration and Finance, Enrique Díaz Vega; Secretary of Public Education and Culture (Sepyc), Graciela Domínguez; Secretary of Health, Héctor Melesio Cuen Ojeda.

The Secretary of Transparency will be María Guadalupe Ramírez; Secretary of Welfare, Ruth Díaz; Secretary of Agriculture and Livestock, Jaime Montes Salas; Secretary of Fisheries, Flor Emilia Guerra; Secretary of Tourism, María del Rosario Torres Noriega.

Within the cabinet are also, José Luis Zavala, as Secretary of Public Works; Javier Gaxiola Coppel, as Secretary of Economic Development; Teresa Guerra Ochoa, as Secretary for Women; Cristóbal Castañeda Camarillo, as Secretary of Security.

Rocha Moya, indicated that Isabel Ibarra will serve as General Coordinator of Advisors and Adriana Ochoa as Coordinator of Social Communication.

Enrique Inzunza Cázarez, from former STJF magistrate to Secretary-General of the Government

Enrique Inzunza Cázarez was born on May 28, 1972, in the municipality of Badiraguato. He has a degree in Law from the Autonomous University of Sinaloa (1990-1995), he has a postgraduate degree from Salamanca, Spain; a Postgraduate Degree in Law with a specialty in Criminal Law 2005 from the University of Salamanca, Spain; a Master’s Degree in Constitutional Law and Amparo, Escuela Libre de Derecho de Sinaloa 2003-2006. 

Inzunza Cázarez was a Magistrate attached to Magistracy III of the Supreme Court of Justice, 2015; and Chief Justice of the Supreme Court of Justice 2011-2014; Director of the Judicial Training Institute of the Supreme Court of Justice 2001-2008; Advisor to the Constitutional and Legislative Studies Unit of the General Secretariat of the Government of the State of Sinaloa 1999-2001, among other positions of importance.

Also, Coordinator of Legal Research of the Judicial Training Institute of the Supreme Court of Justice 1996-1999. Librarian attached to the General Directorate of Libraries of the Autonomous University of Sinaloa 1993-1996.

Cristóbal Castañeda Camarillo, Secretary of Public Security of the State

He is a Lieutenant Colonel of the Mexican Army, who worked for 23 uninterrupted years in the service of the Secretariat of National Defense, from 1993 to 2016.

In 2017 he arrived in Sinaloa to hold the position of Secretary of State Public Security, during the period of Quirino Ordaz Coppel, a position in which he will remain at the invitation of Rubén Rocha Moya.

Enrique Díaz Vela, Secretary of Administration and Finance

He is an entrepreneur who owns Housesin Desarrollos, an elite construction company in Culiacán that is dedicated to building subdivisions.

Díaz Vega was also President of the National Chamber of the Housing Development and Promotion Industry (CANADEVI) in Sinaloa.

Javier Gaxiola Coppel, from businessman to the Ministry of Economy 

Javier Gaxiola Coppel is one of the youngest profiles that will be part of the cabinet of the elected governor, Rubén Rocha Moya. At the age of 41, he was already leading one of the most important automotive companies in Sinaloa, Grupo Premier. 

The grandson of the founder of Tiendas Coppel will be the successor of the businessman Javier Lizárraga Mercado in the Ministry of Economy, leaving as a precedent the intervention of the Private Initiative in first level positions. 

María del Rosario Torres Noriega, Secretary of Tourism

She studied at the Free School of Law of Sinaloa, was Director of Municipal Legal Affairs, coordinator of the Federal Attorney for Environmental Protection, Secretariat of the Mazatlán City Council; He left the ranks of the PAN to join the PAS recently.

Tere Guerra Ochoa, from feminist to head of the Secretariat for Women

Lawyer by profession, politician, teacher, mother, wife but above all, feminist, this is how Tere Guerra Ochoa has described herself to various media. She will be the first to lead the Secretariat for Women, formerly the Instituto Sinaloense de las Mujeres. 

She is the founder, along with other women activists, of the Collective of Active Sinaloan Women, was the promoter of the same institute and the Gender Alert, approved in 2017; She has been in various social struggles but always prioritizing human rights and the fight against gender violence, the support of mothers of disappeared children, and many others. He was part of the Sinaloan Civic Front.

She was also a Local Deputy in the LVI for the PRD, precisely in the Human Rights Commission. 

Jaime Montes Salas, from Federal Superdelegate to Secretary of Agriculture 

The new State Secretary of Agriculture, José Jaime Montes Salas, was born in Navolato, Sinaloa, on February 20, 1954 in the town of El Vergel, the son of an ejidatario from Bachimeto Navolato; Since the mid-nineties, he followed the path of the current President of the Republic, Andrés Manuel López Obrador. 

His studies. He did elementary school in El Vergel, secondary school in Navolato, high school in Benito Juárez de Culiacán and graduated from the Escuela Superior de Agricultura with a specialty in agricultural parasitology.

In his professional track record, he founded a fertilizer sales business, has given agricultural advice and has participated in the potato seed trade. His participation in politics came naturally. 

Graciela Domínguez Nava, from former local deputy to head of the Ministry of Public Education and Culture

She has a degree in Sociology from the Faculty of Philosophy and Letters of the Autonomous University of Sinaloa; She has been deputy director of Linking and assignment professor at the Technological University of Escuinapa; and in 2011 she was appointed head of the Unit for Attention to Those Affected by the Picacho Dam.

Within the political issue, she was listed as a militant affiliated with the PRD from 1999 to November 2013, where she stands out having been a Local Deputy in the LIX Legislature of the Sinaloa State Congress and coordinator of the parliamentary group of the Party of the Democratic Revolution.

Héctor Melesio Cuén Ojeda, from PAS leader and UAS rector to Secretary of Health in Sinaloa

He studied for Pharmaceutical Chemist Biologist at the Faculty of Biological Chemistry Sciences of the Autonomous University of Sinaloa in 1978. In addition to studying a specialty in Hematology at the National Polytechnic Institute and a Master’s degree in Human Potential Development in Health at the Humanist Institute of Guanajuato.

He is known for being a Mexican businessman and politician, who has served as a local deputy from 2013 to 2016; Municipal President of Culiacán from 2011 to 2012, and Rector of the Autonomous University of Sinaloa (UAS) in the period from June 8, 2005, to June 7, 2009.

In the political sphere, in 2016 he was a candidate for the coalition between the Sinaloense Party and the Citizen Movement for the Governance of Sinaloa, finishing in second place with 26.04% of the votes against the candidate of the Institutional Revolutionary Party, Green Party and New Alliance. María Guadalupe Ramírez Zepeda, Secretary of Transparency

She has a doctorate in Social Sciences from the Faculty of Economic and Social Sciences of the Autonomous University of Sinaloa; She is a professor and Titular TC Researcher at the UAS School of Medicine; works in the Ministry of Health.

Flower Emilia Guerra Mena

Flor Emilia Guerra Mena, Secretary of Fisheries

She has a degree in International Trade from the Autonomous University of Sinaloa, Mazatlán campus; It has pedagogical leveling in the Center for Updating the Teaching. She also has a degree in Teacher Training of the upper secondary type with an emphasis on social sciences and humanities.

Within the political sphere, he has served as the general representative of the polling stations in the 2012 electoral process. That same year, he coordinated the first district assemblies of Mazatlán in federal districts 06 and 08; She was a state councilor in the period 2012-2015, being part of the board of directors of the First State Council of MORENA Sinaloa.

Ruth Díaz Gurría, Secretary of Welfare

Ruth Díaz Gurría is an architect from ITESM, graduated in 2012, with a master’s degree from the Polytechnic University of Madrid, the University of China in Hong Kong and ITAM, she was an architectural design consultant before joining Infonavit in different areas.

In 2018 she entered as an advisor to the secretary of Sedatu, later promoted to director of housing. By 2020 she became the director of the Technical Secretariat of the Presidency of the Republic

José Luis Zavala Cabanillas, Secretary of Public Works

He is a civil engineer with a master’s degree from UNAM, was in charge of the delivery-reception of the government in transition, and was a fundamental piece in Rubén Rocha Moya’s campaign in 2018, which led him to the Senate. He has held various positions in this area at the federal and state levels. He has the endorsement of representatives of the CMIC, among them the leader José Ángel Carrillo, who said of him that he has the experience and ability to play a good role at the head of the Secretariat.

Adriana Ochoa del Toro, from director of the Sinaloan Radio and Television System of the Government of the State of Sinaloa to Director of Social Communication

She has a degree in Communication Sciences, graduated from the María Teresa Zazueta School of Communication. He has had a long career in the field of journalism and communication.

José Isabel Ibarra Valdivia, Coordinator of Advisors

José Isabel Ibarra Valdivia has a solid background in the education sector and has held various positions in the public sector; is a retired teacher and researcher from the Autonomous University of Sinaloa. In its beginnings, he founded and was the first director of the Preparatory Academic Unit of Valle del Carrizo, belonging to the UAS, in 1977.

Within the university, he held different positions, including the Human Resources Directorate of the Casa Rosalina.
And more recently, he served as leader of the group of advisers to Rubén Rocha Moya during his time in the Senate, so not only because of his friendship, but also because of the great career he has, Isabel Ibarra has all the trust of the governor-elect.
