This agreement seeks to promote a series of actions in favor of the cultural and artistic sector

Building representative, diverse and accessible public policy proposals for the benefit of the entity’s cultural and artistic sector is part of the objectives of the alliance signed by the Governor of the State, Enrique Alfaro Ramírez, and the British Council Mexico, with the name of ” Innovation for culture “.

This agreement seeks to promote a series of actions in favor of the cultural and artistic sector, based on social participation, therefore, close to its beneficiaries and the current context of the Covid-19 pandemic.

Alfaro Ramírez highlighted that this program is presented in the middle of a “very complex debate, in which it seems that the commitment to combat corruption is confused with an agenda to eliminate projects and programs” in reference to the elimination of federal trusts.

He stressed that betting on the disappearance of said funds “seems to us a serious mistake, in Jalisco instead of eliminating funds and programs for the cultural sector as happens at the federal level, we are strengthening support for this sector.”

He assured that Jalisco is the only entity where local artists and cultural actors obtain emerging support due to the Covid-19 pandemic, that is why “we managed to adapt our budget design to face an emergency. 30 million pesos destined to directly support our cultural community, nor the almost 24 million pesos in calls adapted to the context of the health emergency ”.

He added that while in the Chamber of Deputies the elimination of trusts such as cinema is discussed, here a bag is guaranteed for the film industry with the call that was announced a few days ago and in which nine million pesos were allocated to support local productions.

He indicated that this project has the objective of developing cultural policies and programs according to the circumstances we live in, and the alliance with British Council Mexico is to carry out an accurate diagnosis, technical development, and legislation that takes into account the diversity and equity of Jalisco as the guiding axis for cultural governance.

The British Ambassador to Mexico, Corin Robertson, stressed that the British government and Jalisco are partners that collaborate in many areas and culture is no exception, “we have found a great partner.”

“I am pleased to celebrate the British Council Mexico alliance with Jalisco, which is a cultural benchmark for Mexico and the world. We hope that this new bond of diversity and inclusion will result in better cultural policies. We endorse the willingness to work hand in hand with the state government to formalize our cooperation through new efforts, alliances, and investment, ”he said.

The United Kingdom is one of the leading countries in terms of public innovation with paradigmatic agencies such as Nesta, the UK Innovation Fund, Policy Lab, the British Government’s public solutions laboratory and Design Council, the UK design council

All of these organizations employ user-based design methodologies to solve challenges with users rather than users, thus challenging traditional ways of constructing public policy.

The experts who will lead the project with Jalisco were selected through a bidding process led by the British Council, after which two consultants who will run the program were winners: STBY specialist in design research for public innovation in partnership with the Design Council of United Kingdom and the Mexican culture platform Aura de México.

These consulting companies will analyze data, generate a series of conferences and workshops with key actors of the cultural and artistic community of Jalisco and based on these, the cultural policies of the entity will be reviewed and reformulated, facing the 30 years of the Secretariat of Culture of Jalisco.
