The Anticorruption Model is applied in 40 collection offices where vehicular procedures are carried out, which are the 18 administrative units corresponding to each one of the municipalities, 10 Collections and 12 attention modules that operate in commercial plazas in different cities , with which practically all the state was shielded to avoid acts of corruption in these operations, announced the Secretary of State Innovation, José de Jesús Gálvez Cázares.
The secretary reported that another benefit of this model is immediacy, because procedures such as vehicle endorsement, exchange of plates, low plates that are of a low risk of corruption can be made in a maximum time of 15 minutes; when validations are required in high-risk procedures such as change of ownership, registration of plates and/or movements of vehicles of foreign origin or national foreign, the procedures must be the same day, between 20 and 40 minutes, when required of any other Major validation will not exceed one day.
In the past, there were delays of up to 20 days.
Gálvez Cázares called a press conference to inform the results of this Anticorruption Model, and several other programs in which technological improvements are implemented, such as Digital Notary, Online Legal Advice, Trace of Order Procedures or Requested with Home Delivery, Communities Digital, ISAI Online, and Permission to Circulate without Plates.
The secretary highlighted the Digital Communities Program because of its high social content because the purpose of Governor Quirino Ordaz Coppel is to connect with the Internet data service to small mountain communities where there was not even telephone communication, much less domestic internet service, business or cellular telephony.
Therefore, by the end of this year, there will be 42 communities with digital community centers where there will be free Internet to take content from the rest of the secretariats with the help of INAPI, CONACyT, which will take it as a prototype of the National Project. It has already been achieved in towns in the municipalities of Angostura, Badiraguato, Cosalá, San Ignacio, Mazatlán and Concordia.
He stressed that the goal of the governor of the state is to reduce the digital divide in places where there are no such services, as in Surutato, where the first of the Digital Community Centers was launched recently.
He explained that no telecommunications company accepted to carry out this program, arguing that it is not profitable for them in their cost-benefit because they are small towns where there was no type of communication infrastructure, and therefore, it was the State Government itself that carried out
“To get to San Ignacio we had to enable three hills, and we did it as a State Government, and they were left for other projects.”
In this regard, he announced that for the next year, the same will be done in fishing fields, where telecommunications networks do not exist, that is, it will seek to incorporate the most marginalized fields that lack communication.
Regarding the permit to drive without license plates, he announced that it can be requested online, and in this first stage, once the citizen attaches the requested documentation as official identification and vehicle invoice, this is validated in the Backoffice and the citizen can go to the nearest Transit Delegation to collect the permit, but in a second stage, he can print it at home, with the same validity.
Gálvez Cázares also referred to the Digital Notary program, which is now available to 100 percent of Sinaloan notaries. Currently, it has 60 percent use coverage with respect to the total number of notaries that use this platform, which began in February 2018 and which amounts to 44,024 acts carried out to date. So we invite public notaries from the state of Sinaloa to register for this program.
Similarly, the Government of Sinaloa donated the software to all municipalities of ISAI (Property Acquisition Tax or also known as Transfer of Domain) Online, which is already implemented in the municipalities of Salvador Alvarado, Ahome, Guasave and Mazatlán, and is in the process of being implemented in Culiacán; the rest of the municipalities will be ready by August 31. This system allows the municipalities to streamline a process that was previously done in person, getting the notaries from their offices to validate this tax.
