Within the report, OECD specialists point out that this type of project in other countries usually includes in its construction and planning the use of clean energies, self-supply schemes, digitization of urban mobility and the promotion of the sale of carbon credits .

The OECD highlights in the report the relevance of moving away from these projects of merely economic interests trapped in fossil fuels and emissions-intensive activities, to give way to projects that sustain economic growth, productivity and well-being, with respect for the environment and conscience. ecological

During the presentation in Mexico of the report, Gurría took for example the proposal to develop rehabilitate coal power plants to explain that it can not guarantee that it has environmental disciplines, when one of the main impacts of thermal generation is the emission of atmospheric pollutants. they depend directly on the fuel that is used.

The official took as an example the Dos Bocas refinery, designed to operate near mangroves, and the Mayan Train, which will cross eight Protected Natural Areas in Chiapas, Tabasco, Campeche, and Quintana Roo, to wield that could affect the flora and fauna, as well as the barrier effect of some habitats.

Environmental discipline

Gurría, who is the most visible spokesman of the strategists and experts who analyze and investigate new models of public policies based on the best global practices in the OECD, stated that it would be pertinent to ensure that there is an environmental discipline that allows capturing emissions, or at least, most of them, especially in the project of the new coal-fired power plant.
