The State Government indicates that it had to surround a portion of migrants from the Central American caravan for security since their behavior involved excesses such as the consumption of drugs and provocations to the foreign authority.

“We have a security fence because we have been identifying some of them who have been drinking alcoholic beverages and using some drugs,” said the head of the General Secretariat of Government.

The term “encircle” refers to a greater personalized vigilance of the identified group, with the presence of personnel of the State Commission of Human Rights (CEDH), detailed the state dependency.

Francisco Rueda Gómez, declared that the authority is safeguarding the identity of the caravan itself since they themselves have expressed a rejection of these conflicting members.

“Some of them jumped the fence and were provoking the US authorities, which does not contribute to the harmonious work being done, there was not even a detention,” he said.

The arrival of  800 migrants

Han followed the journey of various caravans, in total migrants from El Salvador, Honduras and Guatemala are about 9 thousand distributed in different places, delcaró Rueda.

Some are in Mexico City, Veracruz, Oaxaca, Chiapas, Guadalajara, Nayarit, Sinaloa, Sonora, and Baja California have reached about 800 people, said the official.

The first contingent was 80 adults and four minors, the older ones were recognized as part of the Lesbian Gay Bisexual Transsexual (LGBT) community, they did not accept the recommendation to stay in shelters, informed the secretary.

On November 13, 357 Central Americans arrived in Tijuana, there are 900 spaces in the shelters of that municipality, half of this group agreed to stay and half went to spend the night on beaches.

On November 14 another group of 360 migrants arrived, some of them are in a shelter receiving food and medical care, Rueda reiterated that all of them have been offered spaces in the shelters.

They ask for 80 million pesos

Rueda attended a meeting in Mexico City, where authorities from the Mexican Foreign Ministry, the United Nations Organization, the National Migration Commission and civil society organizations were present.

The Foreign Ministry was asked to increase the efforts before Washington in order to expedite the flow of reception of political asylum requests at the borders, particularly in Tijuana.

A total of 2 thousand 800 have requested asylum to the United States in Tijuana, to this should be added 800 that have just arrived, in addition to requesting greater support from the federal government in resources.

The public servant explained that the migrants who have just arrived could stay at least four months in Baja California, in order to get their asylum procedure out of the United States.

Rueda stressed that 80 million pesos are required to meet the contingency in the first months, to apply them in health, food, and logistics of assistance in Tijuana.

“We asked the National Council of Attention to Migrants, which was before which we appeared, the concurrence of international organizations that have offered support,” he said.

There is no instruction from Washington to close the border, said Rueda, the United States seeks to safeguard the integrity of the border ports and the armed forces are there to safeguard some massive illegal incursion.
